P-----Shall the City of Escondido be changed from a general law city to a charter city through the adoption of the charter proposed by Resolution 2012-99(R) of the Escondido City Council?....................MAJORITY OF THE VOTES.
Prop. N addresses 10 Areas of the city which are designated: multifamily/office/commercial land: areas 7, 8, 10;
Single family/light industrial: area - 5;
multifamily/apts, condos, attached housing: area 10;
single family/office area 1,
single family/employment: 3,4;
currently Single family/private changed to Planned office: area 6;
urban/single family: area 9.
Here is the Agenda 21 concern: "Soft despotism is being manifested today through an evolving form of government in the United States known as Regionalism. Regionalism is a term that describes cities, counties, or geographical areas that create un-elected official consortiums, with no oversight which often by-pass the local governments’ authority. Decisions and plans made by these regional boards affect large areas that cross multiple jurisdictions.":: THIS IS PROPOSITION 31 - Not the 2 yr. budget. The Second: State and Local. Kurtz also explains Obama’s history with the “anti-sprawl” movement and exposes his involvement with three of his early mentors: Mike Kruglik (Building One America), David Rusk and Myron Orfield. In a conference held at the White House in July of 2011, Rusk presented a power point entitled: Challenging the Rules of the Game: White House Forum on First Suburbs (cities). Kurtz extrapolates that their goal is “…income equalization via a massive redistribution of suburban tax money to the cities.” S. The Connection to Proposition N: Escondido's General Plan is the Lord Monckton's work re Global Warming / AB32 / Agenda 21 / CO2 as traded chips the punishment for industry giving off too much CO2) and that's "Our country’s focus on requiring sustainability principles in all land use, energy, and transportation policies is putting a choke hold on the American people that has them suffocating and pounding the mat for relief as they wrestle with the consequences of increasing regulatory pressures. When "We the People" are told what our housing shall look like in our future, then the "soft despotism" (though there is nothing soft about it when combined with the other 'government-over-man' determinations of life, liberty and pursuits..(Oops! not pursuits - government decree!); and the right of property ownership is second to the 'current, government-over-man with UN support -- rental or defined size and shape of condo.
There is no design by our City Council to do any of the above....That is what is so very destructive of Natural Rights! It's being performed as subversive -- around legislation at Congressional level -- with CA's "state of government-over-man" love of the Fed's Executive Branch ---- Top of pyramid rules base of Federated form of gov. pyramid - Corporate Persons/Cities, residences - homes of choice of "We the People".
The EPA's city designs are often implemented --- not one resident of the city with any say or information re the above; no vote; Nothing.... simply "Executive Branch" law via enforcement and compliance for EIR's laws --- not regulation ----LAWS!!! Remember Article I about Bill as Laws ---- well forget it; government-over-man has decreed and shall force. No-one knows. A great question for you City Council Candidates: Does the City Plan include instruction on how land, water, homes, and businesses are designated; ie changing zoning laws and content? They may not be able to answer. If they can, ask how the EPA is designating their EIR's.
EMPHATIC "NO!" ON PROPOSITION N: THE GENERAL PLAN. BUT....
EMPHATIC "YES!" ON PROPOSITION P -- THE CITY CHARTER: It is mandatory for protection from the California absent Declaration and 1789 Rule of Law/government-over-man / Proposition 31 added to the already completed 'state' takeover of 433 cities in 58 Counties -- "Redevelopment Plans" --- aka "General Plans".
Our Charter City saves money in "competitive bidding", like the City of SD just won; and frees us from "state's prevailing wage for city maintenance projects"; and from under the 'state' thumb-screws.
